Comparison
Linking verbs which compare the quantities of things are often used in identifying clauses and can therefore occur in passive voice:
Over 20,000 people live on Orkney. They are outnumbered by 100,000 cattle and over 1,000,000 seabirds. (Bank of English)
The trend in Australia of fewer teenagers claiming the benefit is matched by the falling number of teenage girls who give birth. (Bank of English)
The Israeli Cabinet has approved a budget that will allow more government spending on resettling immigrants than on defence. It's the first time spending on defence will be exceeded by any other budget. (Bank of English)
But her energy in lobbying for the New Deal had been equalled or exceeded by her support of the Allied war effort. (Bank of English)
